He also became an expert in propaganda. He joined the Propaganda and Agitation Department (PAD) in 1966. In this role, he helped create the "monolithic ideological system." This system was designed to unify the country's political thoughts. He also suggested that all citizens wear badges featuring his father's portrait.

Securing his position as the heir apparent involved overcoming several rivals. His uncle, Kim Yong-ju, was once considered a possible successor. However, Kim Yong-ju was demoted in 1974 and eventually placed under house arrest. Kim Jong Il also had to manage competition from his half-brother, Kim Pyong Il. To reduce his brother's influence, his father sent Kim Pyong Il to diplomatic posts in Europe. By 1980, Kim Jong Il had complete control over party operations. He held senior posts in the Presidium and the Military Commission. International observers recognized him as the clear heir to the leadership by 1982.

His period of leadership was defined by severe economic and social challenges. When Kim took power in 1994, North Korea was in a massive economic crisis. The country had relied heavily on the Soviet Union for food and supplies. When the Soviet Union dissolved, this support disappeared. This led to a catastrophic famine in North Korea. To manage the country, Kim implemented the Songun policy. This was a "military-first" policy. It made the army the central organizer of all civil society. While the famine ended by the late 1990s, food scarcity remained a constant problem.

Under Kim's rule, North Korea changed its relationship with the rest of the world. He sought to strengthen the nation's military capabilities. In October 2006, North Korea conducted its first nuclear test. This event made North Korea the ninth nuclear-armed state in the world.

He also attempted some economic reforms. One example was the opening of the Kaesong Industrial Park in 2003. These actions showed a leader trying to balance military strength with economic survival.

In his final years, Kim worked to ensure his son would succeed him. After he missed several public events in 2008, many observers feared he was ill. Kim used this time to promote his third son, Kim Jong Un. In September 2010, Kim Jong Un was given high-ranking posts in the WPK.

Kim Jong Il died on December 17, 2011. Following his death, Kim Jong Un was proclaimed as the new leader. The transition established the continued rule of the Kim dynasty in North Korea.
