Garner's early life in Norman, Oklahoma, was marked by significant challenges. He was born James Scott Bumgarner on April 7, 1928. His mother, Mildred Scott, was half Cherokee. She passed away when he was only five years old. Following her death, Garner and his brothers lived with relatives. His father later remarried several times. Garner had a difficult relationship with a stepmother named Wilma. This relationship was volatile and included physical punishment. Eventually, Garner fought back against her, and she left the family.

Before finding fame in Hollywood, Garner held many different jobs. At age 16, he joined the U.S. Merchant Marine near the end of World War II. He enjoyed his shipmates but suffered from chronic seasickness. This condition limited his time at sea to just one year. In 1945, he moved to Los Angeles to join his father. He attended Hollywood High School during this time. While in California, he worked in oil fields and chick hatcheries. He also worked as a truck driver and a grocery clerk. A gym teacher once recommended him for modeling Jantzen swim trunks. Though it paid $25 an hour, Garner stated he hated the work.

Garner also served in the military during the Korean War. He enlisted in the California Army National Guard. He served 14 months as a rifleman in the 5th Regimental Combat Team. During his service, he was wounded twice by mortar fragmentation and friendly fire. He earned a Purple Heart for his initial wounds. He was also eligible for a second Purple Heart due to the friendly fire incident. However, an administrative error delayed this recognition for 32 years. He finally received the second medal in 1983. This occurred after his appearance on the show Good Morning America.

His acting career began in the mid-1950s. In 1954, he took a non-speaking role in a Broadway production. This allowed him to observe the actor Henry Fonda.
