This waterway is made of three main sections that are not all connected. The first two parts are called the Gulf Intracoastal Waterway. One part runs from Texas to Florida, and another runs along the Florida coast. 

Planning this huge project took many years of work. In 1808, a report looked at ways to improve transportation. Treasury Secretary Albert Gallatin even shared a big plan for north-south travel. 
Many different things happen on these waters every day. Large barges work hard to move heavy goods like food and building materials. They also carry petroleum products from one place to another. Many people use the waterway for fun, too. Some boaters travel south in the fall and north in the summer. These travelers are sometimes called snowbirds. The waterway also connects to famous rivers like the Mississippi and the Hudson. This allows boats to reach deep into the heart of the country.
Maintaining such a long path is a big job. The United States Army Corps of Engineers must dredge the water to keep it deep. Dredging is the way they scoop out sand and mud from the bottom. If the water gets too shallow, called shoaling, large ships might get stuck. To help pay for these repairs, there is a tax on barge fuel. This money goes into a special fund to fix the infrastructure. This ensures the waterway stays open for both workers and travelers.
The Intracoastal Waterway, often called the ICW, is a vast network of inland water paths. It follows the Atlantic and Gulf of Mexico coasts of the United States. 
The ICW is organized into three non-contiguous segments. The first two sections are known collectively as the Gulf Intracoastal Waterway. One segment runs from Brownsville, Texas, east to Carrabelle, Florida. The second segment runs from Tarpon Springs, Florida, south to Fort Myers, Florida. The third segment is called the Atlantic Intracoastal Waterway (AIWC). This section runs from Key West, Florida, north to Portsmouth, Virginia. 
Developing this massive system required decades of planning and legislative action. In 1808, a federal report examined potential avenues for transportation improvement. Treasury Secretary Albert Gallatin later presented an ambitious north-south plan. His proposal included a $20 million, 10-year plan for national transportation development. Although the full plan was never approved, the War of 1812 highlighted the urgent need for such coastal facilities. Following the 1824 General Survey Act, the United States Army Corps of Engineers (USACE) took responsibility for improving and maintaining these waterways. 
As the 19th century progressed, the rise of railroads created competition for waterborne transport. After the Civil War, government funding often shifted toward rail infrastructure. However, Congress eventually used various Appropriations Acts to promote competition between different modes of transport. In 1909, the Rivers and Harbors Act set a national policy for a waterway from Boston to the Rio Grande. The 1925 authorization for the Louisiana and Texas Intracoastal Waterway was significant because it was the first time legislation treated the ICW as one continuous whole. Later, during World War II, the need for efficient bulk cargo transport became even more apparent.
Today, the ICW is a hub of intense commercial and recreational activity. Large barges use the waterway to haul petroleum products, foodstuffs, building materials, and manufactured goods. Recreational boaters also use the route extensively. This includes "snowbirds," who are travelers that move south in the winter and north in the summer. The waterway also serves as a refuge when ocean conditions are too rough for safe travel. Furthermore, the ICW connects to many major navigable rivers. These include the Mississippi, Alabama, Savannah, James, Delaware, Hudson, and Connecticut rivers. 
Maintaining the depth of the waterway is a constant challenge for the USACE. Federal law requires the channel to be maintained at a minimum depth, but funding is often inadequate. When the water becomes too shallow, a process called shoaling occurs. This can make it difficult for larger commercial vessels to navigate certain sections. To address maintenance costs, the Inland Waterways Revenue Act of 1978 established a fuel tax for commercial barge users. This tax was 4 cents per gallon in 1980 and rose to 20 cents per gallon by 1995. These funds are held in the Inland Waterways Trust Fund to pay for construction and rehabilitation.
The ICW is more than just a path for boats; it is a piece of a larger global system. It provides a link to the Great Lakes and the St. Lawrence Seaway via the Hudson River. The system also helps facilitate the "Great Loop." This is a route that allows for the waterborne circumnavigation of the eastern continental United States. By using the ICW, sailors can complete this loop with minimal time spent on the open ocean. This connectivity makes the Intracoastal Waterway a fundamental component of American maritime geography and economics.
