Following discussions regarding train width, length, and onboard equipment, an order for 41 units was placed in 1988. This order grew to 60 units by 1990 to prepare for German reunification. The official ICE network was inaugurated on May 29, 1991, at the Kassel-Wilhelmshöhe station.

High-speed trains operate using different mechanical configurations. The first generation, the ICE 1, used separate power cars to pull the passenger carriages. The second generation, the ICE 2, introduced improved load balancing. These units were designed to be smaller so they could be coupled or detached as needed.

The ICE 3 is significantly faster, with speeds reaching up to 330 km/h. The ICE 3 is also unique because it can handle the 4.0% incline on the Köln-Frankfurt high-speed line at its maximum speed of 300 km/h. Some versions, like the Class 406, were built as multi-system trains for international travel, though these were retired in April 2025 due to maintenance issues.

Specialized technology exists for specific track conditions. Siemens developed tilting technology for the ICE T and ICE TD models.

These trains are designed for older, twisting railway lines, such as those found in Thuringia, where high speeds are usually difficult. While the ICE T uses electricity, the ICE TD uses diesel traction.

The fourth generation, the ICE 4, was developed to replace older InterCity and EuroCity services. This model was rebranded from the ICx name in late 2015.

The technology behind the ICE has a massive global impact. The ICE 3 served as the development base for the Siemens Velaro family. This means the design has been exported to many different countries. For example, the Renfe Class 103 in Spain is based on this technology and can run at speeds up to 310 km/h.

Other versions of the Velaro design are used for the Beijing–Tianjin intercity railway in China, as the Velaro RUS in Russia, and in Turkey and Egypt. Even the Eurostar has used this family of trainsets.

Modern advancements continue to expand the ICE network. The ICE 3neo is a new generation of the Velaro MS design. These trains are designed for speeds of 320 km/h and began deployment in 2022.

Deutsche Bahn ordered 90 of these trains in total. The ICE 4 also provides high-capacity service, with orders for large numbers of vehicles to replace older fleets. As high-speed lines like the Erfurt–Leipzig/Halle railway open, only the third-generation trains and newer can utilize the 300 km/h line speeds. This interconnected system of high-speed tracks and advanced trains continues to shape how people move across the European continent.
