The Income Index (II) scales from 0 to 1. A score of 1 is $75,000 GNI per capita. A score of 0 is $100 GNI per capita.
The history of the HDI began in 1990. Mahbub ul-Haq launched the first Human Development Reports. He worked with the United Nations Development Programme (UNDP). His goal was to shift focus toward people-centered policies. He wanted to move away from simple national income accounting. He believed leaders should value human well-being. Since then, the reports have been published annually. The 2025 report used data collected in 2023. In 2023, many countries had "very high human development."
Specific countries have often led the rankings. Norway has been ranked highest sixteen times. Canada has held the top spot eight times. Iceland has been first three times. Switzerland and Japan have each been first twice. The index can show different levels of growth.
There are criticisms of the HDI method. Some experts say it ignores environmental sustainability. Others say it does not focus on unemployment or democracy. The index also does not measure net wealth per capita. This can lower the rank of G7 members. Some say removing adult literacy changed the focus too much. It now measures quantity of education rather than quality. Researchers Wolff, Chong, and Auffhammer found errors in data. They suggested 34% of countries might be misclassified. This is due to formula revisions and thresholds.
To address these issues, the UNDP created the IHDI. This is the inequality-adjusted Human Development Index. It was introduced in the 2010 report. The HDI shows "potential" human development. This is the maximum score if there were no inequality. The IHDI shows the "actual" level of development. It accounts for how resources are shared. This helps show the real situation for most people. The index continues to evolve to better reflect the world.
