Following the rule of the Republic of China in 1945, the city underwent many administrative changes. It was originally organized as a provincial city. In 1982, the Xiangshan Township merged into Hsinchu City. This created a new municipal government with three districts: East, North, and Xiangshan.

The East District is the largest by area at 33.576 square kilometers. The North District has a population of 152,504. The Xiangshan District covers 54.849 square kilometers. Since 1994, the city has transitioned toward a representative democracy. This transition included establishing regulations for local self-government.
