European exploration began in 1614 when Dutch explorer Adriaen Block sailed up the Connecticut River. In 1623, Dutch traders established a fort called the House of Hope. This outpost aimed to control the flow of wampum. Wampum was the de facto currency used in New Netherland and parts of New England. The Dutch used it to trade with Native American fur traders.

English settlers arrived in 1636, settling near the existing Dutch fort. Puritan leaders included Thomas Hooker, Samuel Stone, and Governor John Haynes. They led 100 settlers and 130 cattle from the Massachusetts Bay Colony. The settlement was originally named Newtown. In 1637, it was renamed Hartford to honor the English town of Hertford. The name Hartford likely refers to a ford where harts, or deer, cross the water.

Political and legal foundations were built in early Hartford. In 1638, Thomas Hooker delivered a sermon that inspired the Fundamental Orders of Connecticut. This document provided a framework for a civil government. It served as the legal basis for the Connecticut Colony until 1662. During this time, colonists famously hid the Royal Charter of 1662 inside a white oak tree called the Charter Oak. This act protected the charter from being taken by an English governor-general.
