He was born on March 18, 1837, in Caldwell, New Jersey. His father, Richard Falley Cleveland, was a minister. Because the family had limited income, Grover had to leave school for a two-year mercantile apprenticeship. After his father died in 1853, Cleveland left school again to support his family. He eventually moved west to Buffalo, New York. There, he began working in a law firm and studied the law. He was admitted to the New York bar in 1859 and later started his own practice.

Before reaching the presidency, Cleveland built a reputation in local government.

He served as the sheriff of Erie County, New York, starting in 1871. During this term, he was known for his serious dedication to his duties. He later moved into higher political roles in New York. In 1881, he was elected mayor of Buffalo. In 1882, he became the governor of New York. As governor, he worked with the future president Theodore Roosevelt to pass reform measures. These efforts against political corruption earned him national attention.

Cleveland led a political group known as the Bourbon Democrats.

This movement was pro-business but opposed to several specific policies. They were against high tariffs, which are taxes on imported goods. They also opposed "free silver," inflation, and imperialism. Furthermore, they did not support government subsidies for businesses, farmers, or veterans. His fight against "bossism," or the control of politics by powerful individuals, was very important. This crusade convinced many Republicans, called "Mugwumps," to support him. Because of this support, Cleveland narrowly won the 1884 election against Republican James G. Blaine.

In 1887, he signed the Interstate Commerce Act. This law made the railroad industry the first to face federal regulation. He also signed the Dawes Act in 1887. This act subdivided Native American tribal lands into individual allotments. This policy had a major effect on Native American communities. Between 1887 and 1934, Native Americans ceded about two-thirds of their land due to this policy. These actions showed his focus on federal authority and changing land ownership structures.

Cleveland's political journey included a surprising comeback.

In the election of 1888, he won the popular vote but lost the electoral college. This loss allowed Benjamin Harrison to become president. Cleveland returned to New York City to work in a law firm. However, he ran again in the 1892 election against Harrison. This time, he won both the popular vote and the electoral college. His second term began just as the nation faced the Panic of 1893. This event sparked a severe national depression that defined much of his later presidency.

His second term was filled with intense economic and social conflicts.

Cleveland intervened in the 1894 Pullman Strike to keep railroads moving. This decision angered labor unions and many Democrats in Illinois. He also supported the gold standard and opposed free silver. This stance alienated the agrarian, or farming, wing of the Democratic Party. Additionally, he opposed the annexation of Hawaii. He investigated the 1893 coup against Queen Liliʻuokalani and called for her restoration.

By the end of his presidency, Cleveland was quite unpopular. Critics felt he lacked imagination during economic disasters. The political landscape shifted as the Democratic Party moved toward "silverite" ideas in 1896. After leaving the White House, Cleveland remained active in public life. He served as a trustee of Princeton University. He also joined the American Anti-Imperialist League to protest the Spanish-American War. Cleveland died in 1908. His career remains a significant study in political reform and economic management.
