O'Connell created a massive political crisis. He won a by-election in County Clare in 1828. He could not legally take his seat because he was Catholic. This victory showed immense support for his cause. Leaders feared a civil war might break out. The Duke of Wellington and Robert Peel eventually changed their minds. They helped pass the Roman Catholic Relief Act in 1829. This act finally allowed Catholics to vote and hold office.
