Tuđman was born on 14 May 1922 in Veliko Trgovišće. This village is in the northern Croatian region of Hrvatsko Zagorje. His father, Stjepan, was a politically active member of the Croatian Peasant Party. The family moved to their home shortly after Franjo was born. His childhood was marked by early loss when his mother died in 1929. As a student, he was known for being excellent in his studies. By age 15, he moved to Zagreb to meet political leaders. During this time, his political views began to shift toward communism.

World War II brought significant danger to Tuđman and his family. In 1941, a puppet state called the Independent State of Croatia was proclaimed. Tuđman left school to publish secret newspapers with a friend. He was recruited into the Yugoslav Partisans in early 1942. His father also joined the Partisans to fight for national liberation. The war was very difficult for the Tuđman family. One of his brothers was killed by the Gestapo in 1943. Tuđman himself used false documents to move between cities while helping partisan divisions.

After the war, Tuđman pursued a successful military career. He joined the Yugoslav People's Army and rose through the ranks. By 1959, he had reached the rank of major general. At age 38, he was the youngest general in the entire Yugoslav Army. He also held a leadership role at the JSD Partizan Belgrade sports club. During his time there, he helped introduce the club's famous black-and-white striped kit.

He left active military service in 1961 to focus on academia. He wanted to study the history of political movements and national identity.

Tuđman transitioned into a career as a professional historian and professor. In 1963, he began teaching at the University of Zagreb. He worked as the director of the Institute for the History of the Workers' Movement. He earned his doctorate in history in 1965 from the Faculty of Arts in Zadar. His research often challenged the official history taught by the Yugoslav government. He argued that the breakdown of the old monarchy was caused by a corrupt regime. This stance caused significant friction with other professors and the state. In 1972, he was even imprisoned for his participation in the Croatian Spring movement.

His political career began in earnest in 1989 when he founded the Croatian Democratic Union, or HDZ. The HDZ won the first parliamentary elections in 1990. Tuđman first served as the President of the Presidency of SR Croatia. He pushed for a new constitution and national independence. On 19 May 1991, a referendum was held to decide the nation's future. About 93 percent of voters approved the move toward independence. Croatia officially declared its independence from Yugoslavia on 25 June 1991.

Independence led to the Croatian War of Independence. Areas with a Serb majority revolted, supported by the Yugoslav Army. Tuđman led the country through this intense conflict. The war eventually spread into Bosnia and Herzegovina. During this time, the Croatian government sided with Herzeg-Bosnia, which drew international criticism. The International Criminal Tribunal for the former Yugoslavia (ICTY) later stated that Tuđman shared a goal of establishing a "Greater Croatia." However, the court did not find him guilty of specific crimes.

Tuđman worked to find peace through several major agreements. In March 1994, he signed the Washington Agreement to re-ally Croats and Bosniaks. In August 1995, he authorized Operation Storm, which helped end the war in Croatia.

Later that year, he signed the Dayton Agreement to end the Bosnian War.

He was re-elected president in 1992 and 1997. While some critics called his leadership style authoritarian, he remained a popular figure. He died in office on 10 December 1999.
