In contrast, James Mancham led the Seychelles Democratic Party (SDP), which favored closer ties to Britain. After elections in 1970, the Seychelles gained a new constitution and universal adult suffrage. On 29 June 1976, the islands gained independence as a republic. Sir James Mancham became the first president, while René served as prime minister.

Political tension grew between Mancham and René. On 4 June 1977, while Mancham was traveling to London, a coup d'état occurred. A coup is when a group seizes control of a government by force. Supporters of René, trained in Tanzania, seized strategic sites on Mahé. Most sites were taken without gunfire, but an exchange of fire occurred at the Mont Fleuri police station. Sadly, four people were killed during this conflict.

René was sworn in as president on 5 June 1977. He later faced questions about his knowledge of the coup during national unity hearings.

René described his leadership style as "Indian Ocean socialism." From 1979 to 1991, his party, the SPPF, was the only legal political party. This created a one-party socialist state. In this system, the president held near-absolute executive power. René appointed the cabinet and the chair of the National Assembly. While political opposition was not tolerated, the government introduced many reforms. These programs provided universal access to healthcare and education. As a result, the Seychelles became the most developed country in Africa on the Human Development Index.

René managed the economy by balancing socialist and capitalist interests. He relied on tourism but also promoted an offshore financial sector to fund social programs. He aimed to reduce the country's dependence on tourism to "keep the Seychelles for the Seychellois." His government also worked on racial equity for the Creole people. However, the white minority often held the most senior government positions. He also maintained strong diplomatic ties with many nations to support development.

Foreign policy was a major part of René's presidency. He established strong links with the People's Republic of China, which provided aid for schools and housing. He also maintained warm relations with India through many high-level visits. Seychelles had ties with the Soviet Union and the Democratic People's Republic of Korea. For example, North Korea provided instructors to assist the Seychellois armed forces in 1983. He also managed relations with the United States, which operated a tracking station on Mahé until 1996. These global connections helped shape the Seychelles' place in the world.
