The Ottoman Empire faced many hard jobs during the fight. Their army was not well organized at the start. They had about 324,718 soldiers ready in October. This was much less than the 750,000 they had planned for. Poor transport and other wars made things even harder for them.

Many years of tension led to this fighting. Different groups in the Balkans wanted more power. Some groups fought for many years in a struggle called the Macedonian Struggle. In 1908, changes in the Ottoman government caused more trouble. This led to revolts in places like Albania.

The fighting was very difficult for regular people. Many civilians lived in the areas where the armies fought. Most of these people were Muslim Turks. Because the Ottoman army was disorganized, they could not help these people move safely. Many families were forced to flee their homes. Others were killed during the many battles.

This war involved the Balkan League fighting against the Ottoman Empire. The Balkan League was an alliance of four nations. These nations were Bulgaria, Serbia, Greece, and Montenegro. They wanted to take control of Ottoman territories in Europe. This conflict fundamentally reshaped the borders and populations of the Balkan region.

Before the war, many tensions existed in the Balkans. For years, different groups fought in the Macedonian Struggle. This was a conflict over control of Ottoman-controlled Rumelia. In 1908, the Young Turk Revolution changed the Ottoman government. This event restored the empire's constitution. However, it also led to instability. In 1912, Albanian rebels fought for autonomy. They drove Young Turkish forces out of Skopje. These revolts made the Balkan states believe the Ottoman Empire was weakening.

The Balkan states formed alliances to prepare for war. Serbia and Montenegro signed a formal agreement on March 7, 1912. Serbia and Bulgaria also made a secret deal. They agreed on how to divide Macedonia if they won. Bulgaria would take land south of the Kriva Palanka–Ohrid line. Serbia would expand north of the Shar Mountains. The area between them was left for arbitration by the Russian Tsar.

The Ottoman military faced severe organizational problems. They did not have enough soldiers ready for the fight. They only had 324,718 regular ranks ready by October. This was far below their plan of 750,000 soldiers. Poor transportation and other wars made things worse. The Ottoman armies were also strategically disadvantaged. They faced a combined force of over 850,000 soldiers from the League. This included 346,182 Bulgarians and 115,000 Greeks.
