The presidents of Belarus, Kazakhstan, and Russia signed the Belavezha Accords on December 8, 1991. This agreement declared the Soviet Union would cease to exist. It established the Commonwealth of Independent States (CIS) in its place.

This treaty officially came into force on January 1, 2015. Other nations joined shortly after this date. Armenia's accession treaty became effective on January 2, 2015. Kyrgyzstan's treaty came into effect on August 6, 2015. Kyrgyzstan had participated in the process as an acceding state from the start. These five nations now form the core of the organization.
