To consolidate his own power, Zedillo had to assert independence from his predecessor, Salinas. In 1995, Zedillo ordered the arrest of Raúl Salinas de Gortari. Raúl was the brother of the former president and was linked to a high-profile murder. This move signaled that Zedillo would not be a "puppet president" controlled by the previous leader. During his term, he also oversaw the privatization of national railways. This decision resulted in the suspension of passenger rail services in the country.
Zedillo's leadership eventually led to the end of the PRI's long dominance. In the 1997 midterm elections, the PRI lost its legislative majority for the first time. In the 2000 general election, the opposition candidate Vicente Fox won the presidency. Zedillo maintained a non-interventionist policy during this election. He accepted the results and handed over power peacefully. This helped improve his image, and he left office with a 60% approval rating.
