This allowed Hoxha to become the main leader of the new state.

As a leader, Hoxha made many huge changes to the land. In 1945, he passed a law about land. This law took land from large owners and gave it to peasants.

Before this, large owners held 52% of the land. After the law, they only held 16%. He also worked to help people learn to read. In 1949, he started classes for adults to learn literacy. This helped the literacy rate grow from very low to much higher.

However, Hoxha's government was also very strict and repressive. He turned Albania into a one-party state. This meant only his party could hold power. He outlawed people from traveling to other countries. He also banned private ownership of property.

His leadership transformed Albania into a highly centralized, one-party communist state.

Born in Gjirokastër in 1908, Hoxha's early life included significant international exposure. His father was a Muslim cloth merchant who traveled to Europe and the United States.

Hoxha studied in Albania and later in France. He attended the University of Montpellier on a state scholarship to study botany. However, he left the university to focus on social and humanistic studies. He later worked as a secretary at the Albanian consulate in Brussels. He also spent time working as a teacher in Tirana and Korçë.

World War II served as the catalyst for Hoxha's rise to political power. In 1939, fascist Italy invaded the Albanian Kingdom.

Hoxha helped unify fractured communist groups into the Communist Party of Albania. He was elected First Secretary of the party in March 1943. During the war, he led the National Liberation Movement to fight against fascist occupiers. The Albanian partisans received military support from the British intelligence service. By 1944, the communists gained significant control over the resistance efforts in the country.

After the liberation of Albania in 1944, Hoxha consolidated his authority. The monarchy of King Zog I was formally abolished.

This allowed Hoxha to become the de facto head of state. In 1946, the People's Republic of Albania was officially established. Hoxha implemented radical economic and social changes through the state. For example, the Agrarian Reform Law of 1945 changed land ownership significantly. Before this law, large landowners held 52% of the land. After the reform, their holdings dropped to 16%.

While Hoxha improved some social metrics, his governance was deeply repressive. He established a totalitarian regime that controlled almost every aspect of life. The government outlawed private property and prohibited citizens from traveling abroad.

In the 1960s, he implemented a program of state atheism. This led to the persecution of both Muslim and Christian populations. The state used imprisonment, execution, and exile to remove perceived enemies. Thousands of landowners, peasants, and officials were targeted by these methods.

Hoxha's foreign policy was defined by frequent breaks with other communist powers. He was initially a devoted Stalinist, following the model of the Soviet Union.

Later, he maintained a relationship with the Chinese leadership.

However, he eventually broke with Maoism between 1976 and 1978. Following this split, Hoxha declared that Albania would create a socialist society entirely on its own. This isolationist stance was a defining characteristic of his later years.

His unique political ideology influenced groups outside of Albania. Many international parties adopted his specific version of Marxism–Leninism. These groups are often referred to as Hoxhaists. The International Conference of Marxist–Leninist Parties and Organisations is a notable association of such groups. Hoxha remained in power until 1985. After his death, Ramiz Alia succeeded him. Alia led the country during the eventual fall of communism in Albania.
