After the fighting ended, Sassou Nguesso returned to politics. He won the presidential election in 2002. He was also re-elected in 2009. In 2015, a new constitution was passed by the people. This allowed him to run for office again. He won elections in 2016, 2021, and 2026. Throughout his long career, he has met many world leaders. He has met presidents from the United States and Russia.

He negotiated loans from the International Monetary Fund to support the economy. He also worked with foreign companies to extract oil and minerals. While he maintained a friendship pact with the Soviet Union, he relied heavily on France. The French oil company Elf Aquitaine helped double oil production. France provided up to 50% of the country's foreign aid, while the Soviet Union provided less than 1.5%.
Political shifts in the 1990s changed his path to power. In 1990, he introduced multiparty politics to the nation. However, a National Conference in 1991 stripped him of his executive powers. He became a ceremonial head of state and placed third in the 1992 presidential election. This period led to political instability and civil war. In 1993, armed militia groups began fighting. These included the Cobras, who supported Sassou Nguesso, and the Ninjas, who supported other leaders. 
Sassou Nguesso returned to the presidency following the Second Republic of the Congo Civil War. He won the 2002 presidential election and was re-elected in 2009.
