The British occupation in the 19th century brought a Provincial administrative system called a Kachcheri. This period also saw the creation of local government structures.

A famous piece of history involves the British Governor, Sir Thomas Maitland. In 1806, he acquired land at Galkissa to build a personal residence. He named the mansion "Mount Lavinia House." The name Mount Lavinia actually comes from his romantic affair with a local dancer named Lovina. The original mansion is now the Mount Lavinia Hotel. The village grew around this building and took its name from Lovina. This historical romance helped shape the identity of the modern suburb. The area eventually attained official Municipal status in December 1959.
