The historian Herodotus provided a legendary story about his birth. In this version, Astyages had dreams that his grandson would overthrow him. This led to a secret childhood for Cyrus, raised by a shepherd named Mithradates.

One of the most significant aspects of Cyrus's rule was his policy of religious tolerance.

Unlike many ancient conquerors, he allowed subject peoples to keep their own customs and religions. This approach earned him great respect in the Greek world, where he was called Cyrus the Elder. He is also highly honored in Judaism. After conquering Babylon, he issued the Edict of Restoration. This allowed the Jewish people to leave their captivity and return to Zion. This event enabled the resurgence of Jewish sovereignty in the Land of Israel.

Cyrus played a direct role in the religious history of the Middle East. He facilitated the Jewish goal of building a new temple in Jerusalem. This temple was built where the original Solomon's Temple had once stood. The completion of this building began the Second Temple period. Because of this, the Hebrew Bible describes him as being anointed by Yahweh. He is the only non-Jewish figure in the Bible to be given such a high title.

His leadership helped shape the development of Second Temple Judaism.

Beyond military and religious influence, Cyrus was a skilled political administrator. He developed a central administration to manage his vast territories. He used officials known as satraps to govern different regions. These satraps worked to ensure the empire functioned for both the rulers and the subjects. This organized system helped maintain the prestige of the Persian realm. Even upper-class Greeks in Athens eventually adopted parts of Persian culture.
