Groups can join together to help.

They may join to stay safe. They may join to trade goods. This is called a confederation.

In this group, each land stays independent. They make their own rules. They just work together on big tasks.

The main leader is often quite weak. The group must all agree on things. This can make it hard to act fast.

Sometimes, groups change how they work. They may join more closely over time. This helps them stay a strong team.

Some modern groups are very hard to classify. The European Union is a great example of this. It has many common laws and uses a single market. It also uses a common currency for many of its members. However, it is not a full federation because it does not control everything. It does not have exclusive power over defense or taxes. Some people call it a "new" type of confederation. There are deep sociological and economic divides between the Dutch-speaking Flemish and the French-speaking Walloons. In recent decades, over 95% of Belgians have voted for parties representing only one community. This is different from federal countries like Canada or Australia. In those nations, over 90% of voters support national parties. Belgium uses a system called consociationalism to manage these differences.

The European Union (EU) is a modern example that is difficult to classify. It shares some traits with a confederation and some with a federation. It is sometimes called a supranational union. The EU manages common economic policies and a single market. Many member states even share a common currency. However, the EU does not have exclusive power over defense or taxation. Most EU laws must be approved by national parliaments to take effect. This makes it a unique hybrid in the world of politics.
