As mayor, he worked to clean up illegal gambling and prostitution. He also reformed public works contracts and levied fines on polluters. One notable action was renaming many roads in the city. He changed Chieh-shou Road to Ketagalan Boulevard to honor aboriginal people. Despite these efforts, he lost his reelection bid in 1998 to Ma Ying-jeou.
Chen won the presidency in 2000 with 39% of the total vote. This victory happened because the Kuomintang factions were split. James Soong ran as an independent, which divided the KMT vote.
One major conflict involved the Number Four Nuclear Power Facility. This was a large project in the Gongliao District. The KMT supported the project to prevent energy shortages. However, the DPP strongly opposed the expansion of nuclear power. This disagreement led to the resignation of Chen's first premier, Tang Fei. Chen also faced a narrow reelection in 2004. This election occurred just one day after he survived a shooting during a campaign event. Investigators later closed the case, naming Chen Yi-hsiung as the deceased suspect.
After his presidency, Chen faced significant legal consequences. In 2009, Chen and his wife, Wu Shu-chen, were convicted on bribery charges. He was initially sentenced to life in prison. This sentence was later reduced to 19 years on appeal.
