The area includes the big city of Cairo. It also has six satellite cities. These are New Cairo, El Shorouk, Badr, Capital Gardens, and 15th of May. There is also The New Capital. This new city became the seat of government in April 2024. These cities hold almost half of the people in the area. In 2023, the total population was about 10,203,693.
Cairo is split into four main areas. These are the Northern, Eastern, Western, and Southern areas. The land is divided into many small districts. Some parts of the area are desert. Other parts have many buildings. There are also many industrial zones. These are places where things are made. One is the 15th May Industrial Zone. Another is the Badr City Industrial Zone. The president chooses the leader of Cairo.
Cairo is a very important place in the country of Egypt. It is one of the 27 governorates in the nation. A governorate is a large area used for local government. Cairo is the national capital of the whole country. It is also the capital of its own governorate. The area includes the big city of Cairo and many other places.
This large area is split into four main parts. These are the Northern, Eastern, Western, and Southern areas. Each area has its own deputy governor to help lead. There are 38 districts in total across these four areas. Some districts are in the Northern Area, like Shubra and al-Sahel. The Eastern Area has districts like Heliopolis and Nasr City. The Western Area includes places like Zamalek and Downtown Cairo. The Southern Area has many districts, such as Maadi and Helwan.
Cairo has many different types of cities within it. The main city is surrounded by six satellite cities. These are New Cairo, El Shorouk, Badr, Capital Gardens, and 15th of May. There is also The New Capital. This new city became the seat of the national government in April 2024. These six cities hold almost half of the people living in the whole area. Some of these cities are still being built right now.
There is a lot of history in how these borders changed. In April 2008, some parts were moved to form the Helwan Governorate. This included the Helwan district and the satellite cities. However, those parts were moved back into Cairo in April 2011. The president of Egypt chooses the person who leads the governorate. As of April 2025, Ibrahim Saber is the governor of Cairo. This leader helps manage the many people living there.
Many people live and work in these busy areas. In January 2023, the population was about 10,203,693 people. This makes it a very crowded and active place. There are also many industrial zones where people make things. Some of these zones are in Badr City and the 15th May area. Other zones are in Katameya and New Cairo. You can even find industrial zones in the El Marg district.
The Cairo Governorate is a vital administrative region in Egypt. It is one of the 27 governorates that make up the country. This region serves a dual purpose for the nation. It contains the city of Cairo, which is the national capital of Egypt. It also functions as its own governorate.
Managing such a large area requires a complex system of local government. The governor of Cairo is appointed by the president of Egypt. This person also serves as the head of the city. It is important to note that the city and the governorate are two semi-distinct levels of government. The six satellite cities follow a different management structure. They fall under the jurisdiction of the Minister of Housing, Utilities and Urban Communities. This minister chairs the New Urban Communities Authority. This authority controls land sales, zoning, and planning for these cities. However, the governorate departments still manage police and public services like health and education.
The governorate is divided into several organized layers. The land is split into the city of Cairo and unallocated desert hinterland. The city itself is subdivided into four main Areas. These are the Northern, Eastern, Western, and Southern Areas. Each of these four Areas is led by a deputy governor. Within these Areas, there are 38 distinct Districts. Each district has its own appointed head called a governor.
Each Area contains a specific group of districts. The Northern Area includes nine districts, such as Shubra and al-Sahel. The Eastern Area also has nine districts, including Heliopolis and Nasr City. It also contains New Cairo, El Shorouk, Badr, and The New Capital. The Western Area features nine districts like Zamalek and Downtown Cairo.
The history of Cairo's borders shows how the region has changed over time. In April 2008, the government created the Helwan Governorate. This new governorate was formed by spinning off the Helwan district and several satellite cities. However, this change did not last very long. In April 2011, these areas were reincorporated into the Cairo Governorate. This returned the region to its previous shape. The leadership has also seen many changes through different governors appointed by the president. As of April 4, 2025, Ibrahim Saber serves as the governor of the Cairo Governorate.
The scale of Cairo is massive in terms of both people and industry. As of January 2023, the total estimated population was 10,203,693 people. This enormous population lives in many different types of environments. Some areas are highly populated districts like El Marg, which had 854,284 people in early 2023. Other areas are smaller, such as the Azbakeya district with 21,148 people. Beyond residential areas, Cairo is a major hub for production. The Governing Authority for Investment and Free Zones manages many industrial zones. These include the 15 May Industrial Zone and the Badr City Industrial Zone. Other zones are located in Katameya, New Cairo, and the South Helwan area.
Cairo's development is an ongoing process that connects the old city to the new. The New Capital is a major part of this modern expansion. It officially became the seat of the national government in April 2024. While the main city remains a historic center, the satellite cities represent the future of the region. Some of these cities are still under construction. Because they are still being built, they do not yet have full governorate representation. This mix of ancient history and new urban planning makes the Cairo Governorate a unique part of Egypt's geography.
