He filed the Budget Impoundment and Control Act. This bill aimed to limit a president's power to withhold funds. He also proposed the Preservation of Public Infrastructures bill. This bill sought to penalize contractors who built defective structures. He worked to improve government procurement through the Amending the Government Procurement Act. 
His journey to the presidency was driven by a massive wave of public support. This movement was known as the "Noynoy Phenomenon." It grew significantly after the death of his mother, Corazon Aquino. A group called the Noynoy Aquino for President Movement (NAPM) formed to support him. They worked to collect one million signatures to encourage his candidacy. In 2009, Mar Roxas withdrew from the presidential race to support Aquino. Aquino announced his candidacy in September 2009. He ran alongside Roxas, who served as his vice-presidential candidate. 
Aquino won the 2010 presidential election. He was sworn into office on June 30, 2010. He succeeded Gloria Macapagal Arroyo. During his presidency, the Philippine economy experienced significant growth. It grew at the highest rates seen in decades. Because of this, the nation was called a "Rising Tiger" economy. His administration also took a very active role in foreign policy. He used a confrontational approach regarding maritime boundaries. 
One major event during his term involved the South China Sea. His administration filed a legal case known as Philippines v. China. This case was brought before the Permanent Court of Arbitration. The goal was to invalidate Chinese claims in the area. The court eventually ruled in favor of the Philippines. This was a significant moment for the country's territorial assertions. After his term ended in 2016, Aquino faced legal challenges. These involved the Mamasapano clash and a controversial budget project. However, he was later acquitted of all charges regarding the Mamasapano incident.
