Mahmud II decided that the empire needed a modern military to survive. He planned to create a new army called the Sekban-ı Cedit. This new force would be organized along modern European lines. It would also be dominated by Turkish soldiers. The Janissaries saw this as a threat to their institution. They believed they were essential to the empire, especially in the region of Rumelia. They decided they would never allow their corps to be dissolved.

The conflict began when the Janissaries mutinied. They marched toward the Topkapı Palace to protest the new army. Mahmud II responded by bringing out the Holy Banner of the prophet Muhammad. He hoped this would encourage true believers to support him against the rebels. In Constantinople, many local residents joined the fight against the Janissaries. The Sultan used artillery fire to attack the Janissary barracks. The buildings were set ablaze, and 4,000 Janissaries died in the fire. Heavy fighting also occurred in the streets of the capital.

The aftermath of the fighting was very severe for the Janissary order. Most survivors were either imprisoned or forced into exile. The Sultan also confiscated their possessions. In Thessaloniki, captured Janissaries were put to death by decapitation. This location became known as the "Blood Tower," though it is called the White Tower today. The leaders of the Janissaries were also executed. This included Isaac Çelebi Bekhor Carmona, a prominent Jewish financier for the corps. The Sultan also outlawed the Bektaşi Brotherhood, which was a core Janissary institution.

To replace the old system, Mahmud II established a new military corps. It was named the Asakir-i Mansure-i Muhammediye, meaning "The Victorious Soldiers of Muhammad." This new force was designed to guard the Sultan and modernize the military. Some Janissaries who showed great promise were allowed to join this new army as officers. Others found work in the Ottoman foreign ministry. However, many former Janissaries living in the provinces became part of political movements. They fought for more autonomy and incited resistance in the Balkans. This period of change also led to temporary military weakness. During this time, the Russian Empire forced the Ottomans to accept the Akkerman Convention in October 1826.
