The origins of the treaty date back to the early 1950s. During this era, the world was in the Cold War. The United States was responding to the threat of communism. Australia and New Zealand felt vulnerable after the fall of Singapore. They also feared a resurgent Japan and the spread of communism to the north. Percy Spender, Australia's minister for external affairs, sought a Pacific security agreement in 1950. He believed the agreement would be meaningless without the United States.

After the Korean War began in 1950, American views changed. The treaty was finally concluded in San Francisco on September 1, 1951. It officially entered into force on April 29, 1952. For many years, the three nations worked closely together. They provided military and non-military assistance during the Vietnam War from 1963 to 1975. New Zealand's involvement in Vietnam was notable because it was the first conflict where they did not work with other British Commonwealth countries.

A major shift occurred in the mid-1980s due to nuclear policy. New Zealand wanted to maintain a nuclear-free zone in its waters. In 1984, Prime Minister David Lange barred nuclear-powered or nuclear-armed ships from New Zealand ports. The United States had a policy of deliberate ambiguity regarding nuclear weapons. They would neither confirm nor deny if weapons were on their ships. Because New Zealand would not allow these vessels, the United States suspended New Zealand from ANZUS in 1986. This created a split in the original trilateral pact.

Despite this split, the Australia-US alliance remains in full force. The two nations hold annual meetings known as AUSMIN. These meetings include the US Secretaries of Defense and State and Australian ministers. They also share intelligence through the ECHELON network. They operate joint-defence facilities in Australia, such as ground stations for spy satellites. Australia and the US continue to share signals intelligence in Southeast and East Asia.

Relationships between New Zealand and the United States have improved recently. In 2010, the Wellington Declaration defined a new strategic partnership. In 2012, the United States lifted a 26-year-old ban on New Zealand warships visiting US bases. New Zealand also joined the Rim of the Pacific military exercises in 2012. While New Zealand remains partially suspended from the 1951 treaty, they have resumed key areas of cooperation since 2007. The different layers of these relationships show how security agreements can change over many decades.
