Jugnauth's early life was rooted in the village of Palma, Mauritius. He was born on March 29, 1930, to a Bhojpuri-speaking Hindu family. His grandfather had migrated from the Ballia District in India during the 1870s. His father was Ramlochun Jugnauth and his mother was Soomeetra Ramnath. After his parents separated, he was raised by his father and his cousin, Lall Jugnauth. He attended Palma Primary School and Regent College before moving to the United Kingdom. In 1951, he traveled to the UK to study law at Lincoln's Inn. He became a qualified lawyer in 1954.
His political career began in local government in 1957. He was elected President of the Palma Village Council that year. He later served in the Legislative Council and the Municipal Council of Vacoas-Phoenix. Between 1965 and 1966, he was the State Minister for Development. In 1966, he was promoted to Minister of Labour. He was also part of the Mauritian delegation at the 1965 Lancaster House Conference. This conference was where the independence of Mauritius was decided. After a period as a Magistrate, he joined the MMM party in 1970.
In 1976, Jugnauth led the MMM as its prime minister candidate. The election was a close contest between several groups. The MMM received 38.64% of the votes but only won 34 seats. This was not enough for an absolute majority. Consequently, the Independence Party alliance stayed in power. Jugnauth served as the Leader of the Opposition until 1982. That year, his political alliance achieved a massive victory. The MMM-PSM alliance won 64.16% of the vote and all 60 elected seats. 
Jugnauth became Prime Minister for the first time in 1982. He soon decided to form a new party called the Mouvement Socialiste Militant, or MSM. This happened in 1983 after a split within the MMM. He formed an alliance to win the August 1983 elections. The Alliance won 52.22% of the vote and held 46 seats. This victory allowed him to lead the government through a period of change. He later led another alliance to a large victory in 1991. In that election, his alliance won 56.3% of the vote and 57 seats.
His economic policies changed the very nature of Mauritius. Before his leadership, the economy relied heavily on sugarcane. Jugnauth helped diversify the economy into many different sectors. He promoted tourism and the textile industry. He also encouraged offshore services, information technology, and knowledge sectors. 
Beyond economics, Jugnauth shaped the political identity of the country. In 1992, he led Mauritius as it became a republic. He also worked to secure UNESCO World Heritage Sites for the nation.
