When Mwinyi became president in October 1985, Tanzania faced severe economic challenges. The country was in a deep slump. From 1974 to 1984, the Gross Domestic Product (GDP) grew by only 2.6% each year. However, the population grew much faster at 3.4% annually. This meant there was not enough wealth to support everyone. Rural incomes and urban wages had fallen significantly by the early 1980s. The nation also struggled with over three billion dollars in foreign debt. To address these issues, Mwinyi moved away from the socialist policies of his predecessor, Julius Nyerere. Nyerere had used a system called Ujamaa, which involved nationalizing production and moving rural populations into communal farms. Mwinyi chose to liberalize the economy instead. He relaxed import restrictions and encouraged private enterprise. He surrounded himself with reformists to ensure these changes happened. This included replacing cabinet members who opposed his new economic direction. He worked closely with leaders like Prime Minister Joseph Warioba and Finance Minister Cleopa Msuya.

Mwinyi also sought help from international financial institutions. In 1986, he negotiated a $78 million standby loan from the International Monetary Fund (IMF). This was the first foreign loan Tanzania had received in over six years. He also worked with the World Bank to receive structural adjustment credits. These credits helped reform the agricultural, industrial, and financial sectors. Mwinyi negotiated hard to protect his citizens. For example, he refused to freeze government pay raises or cut free public services. He also asked for longer periods to repay debts, suggesting a range of 20 to 25 years.

In the early 1990s, Mwinyi led the transition toward a multi-party political system. He appointed Chief Justice Francis Nyalali to lead a commission to study public opinion. The commission found that many Tanzanians wanted more political choices. In 1992, the government ratified changes to the constitution to allow multiple parties. This was a major shift from the single-party system used previously. Mwinyi’s influence extended to international human rights issues as well. In 1989, he spoke out against apartheid in South Africa. He advocated for tough sanctions to dismantle the system.
