For example, a non-academic can criticize vaccine efficacy using general free speech. But only someone with specific academic qualifications has the academic freedom to do so. Academic speech is also subject to peer review. This is a quality control process where academic peers evaluate the work.

Academic freedom involves different levels of protection. Tenure is one way to protect scholars. Tenure ensures teachers are only fired for serious reasons. These reasons include gross professional incompetence or behavior that the academic community condemns. Another layer is the distinction between professional and personal speech. The core covers scholars acting in an academic capacity. An expansive view extends these safeguards to speech on matters outside a scholar's expertise. Yet, this freedom is often circumscribed by a person's professional position.

History shows that these ideas have ancient roots. Some scholars trace the concept back to Socrates in 399 B.C. In 1155, Holy Roman Emperor Frederick I Barbarossa issued the Authentica habita. This document gave students and scholars rights like freedom of movement. In the 19th century, Wilhelm von Humboldt transformed higher education. He founded the Humboldt University of Berlin. He established two main principles: freedom of scientific inquiry and the unity of research and teaching. He believed science is an unceasing search for knowledge. His model inspired many modern universities in the West.

Maintaining this independence can be difficult due to external pressures. In 1897, Elisha Andrews, the president of Brown University, faced a crisis. He advocated for silver coinage to help farmers facing deflation. The university board, many of whom were creditors, told him to stop. A dean at Yale argued that such advocacy threatened donations. Andrews was forced to resign, but students and faculty protested. Eventually, the board reversed its decision, though Andrews resigned a year later.

In the 20th century, totalitarian states often attacked academic freedom. In the 1930s, the Soviet Union placed scientific research under strict political control. A biologist named Trofim Lysenko rejected Western genetics. He proposed a method called Michurinism, or Lysenkoism. His ideas appealed to Soviet leaders because they served as propaganda. Lysenko eventually directed a purge of scientists who disagreed with him. This resulted in the imprisonment or death of hundreds of researchers.

The consequences of losing academic freedom can be catastrophic. Lysenkoism was implemented on farms in the Soviet Union and China. These agricultural policies contributed to massive famines. It is believed that 30 million people died in China during the Great Leap Forward. This highlights why protecting science from political interests is vital. Michael Polanyi argued that a structure of liberty is necessary for science. He believed science is a spontaneous order arising from open debate.
