The attackers followed a specific plan involving multiple targets in South Mumbai. They used a combination of mass shootings and bomb explosions. Eight of the attacks were shootings at busy locations like the Chhatrapati Shivaji Terminus and the Taj Mahal Palace Hotel.

In addition to shootings, bombs were used in taxis and at the Mazagaon port area. This multi-site strategy forced security forces to split their attention.

Before the mission, the ten attackers underwent intensive training in Pakistan. They stayed at a remote camp in the mountains of Muzaffarabad. This training included psychological indoctrination to extremist ideas. The recruits also studied basic combat and advanced weaponry.

Some members received specialized commando tactics and marine navigation training. This prepared them to use boats to reach Mumbai's coast. Intelligence reports suggest that former members of the Pakistan Army assisted in this training. The attackers even possessed blueprints for their primary targets.

The attacks began on the evening of November 26. The men arrived in inflatable speedboats after hijacking an Indian fishing boat. One of the first major scenes was at the Chhatrapati Shivaji Terminus. Two gunmen, Ismail Khan and Ajmal Kasab, used AK-47 assault rifles in the passenger hall.

Meanwhile, explosions occurred in taxis at Wadi Bunder and Vile Parle.

Large hotels were also central to the violence. The Taj Mahal Palace Hotel and the Oberoi Trident were both targeted. At the Taj, six separate explosions were reported in the lobby, elevators, and restaurant.

The fire was so intense that the first floor was completely gutted. Hostage situations developed in these buildings, requiring long periods of negotiation and rescue efforts. Firefighters even used ladders to rescue 200 hostages from the windows during the first night.

India's National Security Guards eventually took control of the situation. They launched a mission called Operation Black Tornado to clear the remaining terrorists. This operation culminated on November 29 at the Taj Hotel. The mission ended when the last of the attackers were killed.

In total, 175 people died during the four days of attacks. More than 300 people were injured. The property damage caused by gunfire and fire was estimated to exceed $1 billion.

The aftermath of the attacks had major political and legal consequences. Ajmal Kasab was the only attacker captured alive by the Mumbai Police. His confession helped link the attacks to Lashkar-e-Taiba and Pakistan. Investigations involving David Headley and Tahawwur Rana later pointed to support from rogue officials.

In the years following, several masterminds faced legal action. Zakiur Rehman Lakhvi and Hafiz Saeed were convicted for terror financing in 2021 and 2022. These legal steps were partly driven by international pressure from the Financial Action Task Force. The attacks changed how India manages urban security and how it handles relations with Pakistan.
